In Municipal Waste Europe Members’ experience, most Municipal waste contracts are public contracts rather than concessions, making the public procurement Directives very important to a Municipality’s ability to efficiently and effectively organise and deliver services which come under its responsibility.

Municipal Waste Europe mainly:
- Proposes the modification of Article 11 on public-public-cooperation
- Advises AGAINST the inclusion of a 90% rule in the Public Procurement Directive, as this would only lead to confusion, expense and a need for additional legislation.
- Advises against abolishing the distinction between A and B services.
