Municipal Waste Europe comments to the JRC third technical report on end of waste criteria for biodegradable waste


Short summary:

Practice, available technology, soil requirements and soil tolerance vary widely across Europe and these marked differences are represented in Municipal Waste Europe.
The result of these differences is that we are not in a position either to support or to be against a positive list of substances or wastes which should be allowed as feedstock into a composting or digestion process. If the European institutions intend to adopt end of waste criteria for biodegradeable waste, with the aim of increasing available soil improvers from the waste source, Municipal Waste Europe suggests that a system is developed whereby each member state can decide what to accept.
