Position Statement on the amendments to the Proposal for a Directive on Public Procurement, 2011/0438(COD)
In its paper of 10 October 2012, Municipal Waste Europe supports selected amendments tabled on the proposal for a Directive on Public Procurement. The amendments chosen support the freedom of choice for contracting authorities, inter-communal cooperation and the maintenance of exclusive rights where they are currently enforced. The maintenance of waste management services as service concessions is also upheld.

Following the Commission proposal of a Directive on concessions, Municipal Waste Europe considers European legal requirements on service concessions as unnecessary. Moreover, the proposal does not propose a ‘light’ procurement and does not lead to more competition and the creation of PPPs.
